The short answer to the question posed in the title is no one but ourselves. A more thorough answer would be we must come together to get rid if the malicious actors who create doubt, promote propaganda, sew hatred and division, push for artificial scarcity and mass murder and those who control them.
Further dissection of the response to the question asked in the post would point to those elected officials that the majority of populations around the world mistakenly believe work for their best interests.
The truth is out there and is made easily available to anyone willing to do simple math. When one looks at almost all (if not all) of the biggest problems we face today can be traced to an inequitable distribution of wealth and resources. When the prince of Saudi Arabia seeks to build a 2 kilometer high skyscraper in which other wealthy people can sequester themselves from the rest of Society, this is problematic for everyone not living in the sky. This has been the premise for so many dystopian science fiction movies. Soylent Green, where the masses were made to eat wafers manufactured from dead people. When the same prince reference above also seeks to build a 34 kilometer building in the desert called The Line. This may sound good to some rich person who can afford to live in the Line until they remember that this same prince allegedly ordered the torture, murder and dismemberment of a reporter in the Saudi Arabian consulate in Turkey. If that murder was possible in a city, imagine how easy it would be to make someone disappear along a 34 kilometer stretch in the desert. And remember when the prince detained a bunch of family members and confiscated their money?
And, this ambition is not limited to crown princes of Saudi Arabia, the rich are stockpiling resources all over the planet in preparation for an actual or perceived Armageddon. These people not only won't stop the harm their excessive wealth will lead to but I honestly believe that they can't stop themselves.
The possibility that the elite who are making life so hard for so many can't stop themselves should be an indicator that an external force is needed. In this case that external force would be US. We need to stand up against their tyranny, policies, immorality, military and most importantly, their ideologies. While opposing entities like the military may sound insurmountable, it is achievable. Achievable because like the rest of us, our military men and women are living through the same issues we all face or they have loved ones who are suffering. This makes exposing the Elite's true nature, behavior and ideologies oof the utmost importance. Only in this way can the masses realize the common factors causing all of the existential threats that hurt us all.
Talking to every family member who is either on a police force or in the military can help avoid the worst impacts we face, economically and otherwise. Pointing out how pointless wars are for the masses to every service member you know could save a life or millions of lives.

The book also offers a means to hold their leaders up, not just to a higher standard than is currently accepted but to one that would improve their lives and the lives of those for whom they care.
